No, the number of channels per stream is based on a number of factors including network latency setting, the bit depth and the sample rate of the transmitted audio. At 24-Bit, 48kHz and 1ms latency (as is used by Q-SYS and all other AES67 compliant devices) there is a maximum of 10 channels per AES67 stream.
